Make sure it is pre soaked and cooked very soft to make it waise for the baby to eat.

Yes, you can give it. That is totally fine for your baby and you can start giving it regularly. Rather than this you just have to maintain a proper diet and now you baby is 10 months old and you can add anything and babies regular diet plan. And baby should take at least four meals in a day.
