It would be good to get him into habit of eating breakfast, avoid milk, or reduce the quantity, you can intially start with fruits, dry fruits, give easy to eat and finish foods, such as idli, upma, poha, dosa, stuff paranthas you can make small pieces , eggs if preffered

yes as a parent , sometimes we get confused and can't understand from and when to start some habits in kids
but , I always advise to keep patience and prefer gradual approach with child.
because some habits take time to get well formed
so please keep patience, start with one or two bites
for example give fruits slices, boiled veggies etc
