mam ,as kids grow they get some weird things but don't worry as this change in behavior is not permanent.
but yes if it creates fear which is unforgotable then it is hard to overcome from this.
so please tackle this very calmly and tactfully.
try to make your child play in water fun for him or her.
you can buy some water toys or bath accessories which is baby friendly.
but please don't force your child.
gradually your child outgrow from this
