my son vihaan is 3.5 years old. he is a cardiac patient and went through the angioplasty 1 year ago. his weight is 11 kg and hight is also not increasing.please advise

offer more liquids and fruits for adequate hydration..
involve in some Physical activity ..

Well, at such an age if she has cardiac issues one won't be able to suggest you anything concrete.
Reduce the jntake of excess sugar salt, packaged and processed food ,
Take sunbath daily
