yes you can start brushing your kid's teeth using small head soft bristles toothbrush along with rice grain size amount of fluoride free kid's toothpaste like colgate natural, colgate kids

if she has more than four teeth then you may use the tooth paste and brush
yoh.may use cotton clothe wrapped on your finger initially
