my kid(19 months old) when wake up and if there is any light in the room then he cover his eyes by his hand and adjusting in the light for 1-3 minutes.Is it normal or any issue seems to be in his eyes?

I think it’s very normal when you just get up from deep sleep and suddenly light is on your face you can get irritated into your eyes because such a bright light is there from the dark which is normal but in case of any doubt you can get it checked with an ophthalmologist
