my baby boy is 13 months old but he can not say proper words but he do handshake,bye, hii in gesture .is it normal or concerning matter

A. he cannot say or speaks properly keep encouraging the baby more and more break the words and sentences and let the baby repeat after you let the baby mingle with same age groups..
