Mera beta 3 saal ka hain abhi tk bolta nhi hain water isara mein mangta hain kbhi kbhi apne apne bolta hain please humko bataye woh kb tk bolega

This is a speech delay then I would suggest you to consult a speech therapist maybe the vocal glands are not developed properly as of now with therapies it is definitely going to be better over the period you should definitely go ahead with consulting a speech therapist
