if baby is complete 16 months old but not yet speaking or not saying any word what will to do ..is it normal or have any issue

A. Hello good evening !! Babies start babbling by 8-9 months speaks words 2 letter words by 8-12 months. By one and half year age babies speak small words around 15-20 ,calling with relation mother,father,grand parents,siblings,pet names or identifying things with words ,responding to names.. As you have noticed that baby isnt talking even small words need to concern check with Doctor ,Developmental Paediatrician .
