it can be anchoplasia which we call dwarfism
it is kind of genetical disorder
although for right diagnose, please visit your pediatrician.
In such case, please treat your child according to his age,not his size.
Make changes in your child environment to promote independence.

It is advisable to get the baby evaluated by a doctor and follow doctors advise properly.
