Most of the times it will be the dirt that gets accumulated around the urinary opening.
It could also happen if there is any local rash or infection.
So check that.
If it is not stopping consult your doctor

Typically you will see only small amounts in infants and young children, and it is usually clear, white, or slightly yellow and odorless. Persistent vaginal discharge in children can be a sign of infection.
