7 year old blinking eyes too much

sometimes it might be related to refractive error also. so get the child examine for need for vision error.
sometimes it might be a part of habit also so that has to be ruled out.
sometimes it mxight be a part of some eyes related disease and pathology.
meet your doctor if it is continuous in nature
