Dear if rashes are due to woolen clothes pls put first layer of cotton cloth and then make baby wear woolen clothes and for dry skin you can apply Aveeno Baby Soothing Relief Moisture Cream, i am using it for my little one she also had extremely dry skin and after applying this cream it turned to smooth skin,it also treats irritated skin and provides nourishment and hydration and keeps dryness away.

Atogla cream is actually very good for dryness and specially as you mentioned the rashes are also there so this is going to be the best cream that I can currently recommend you to use for your child and you can use it three or four times in the day for better results
