Q.

saline water and nose cleaner is also not helpful in clearing the mucus..my baby is 28 days old

A. along with that do indirectly steam inhalation too and if not improved Consult your doctor who will examine the baby and will advise you with further management and investigations if any required because without examination it is difficult to comment on the current situation
