Cow's milk should be given to the baby only after completion of 1 year of age because the protein and fat in cow's milk is hard to digest before that and many a times there could be cow's milk protein allergy in babies and lactose intolerance which could be severe sometimes.
Also early introduction of cows milk can lead to iron deficiency anemia as cow's milk lacks iron and vit c . Also there could be micro bleedieng in intestine because of the heavy protein of cow's milk .To start with cow's mildk should be given than gradually you can shift to buffalo milk or a packet milk which is a mixture of two .

comparatively , cow's milk is best.
it is safe and easily digestible.
while buffalo milk contains more fat and cholesterol which make difficulty in digestion.
so , I advise to give cow's milk.
