My son is 19 months old and he doesn't sleep as it's needed at his age, and he wakes up many times at night, sometimes he wakes up for like 2-3 hours,
he completes only 6-7 hours at night and 1-2 hours at day time.

Hey for that please set a routine. Make him take a nap of 2 hours in the moon n then add playful activities so that he becomes active and uses all his energy, then give him a complete meal in dinner so that his stomps full , he will surely sleeps throughout the night

sleeping pattern in small children changes from time to time but will improve with increasing age of the child 
you have to just see for any environmental factor which is affecting the sleep like temperature variations as well as the child might be having some digestion problem or breathing difficulty due to nasal blockage has to be looked into.
if the growth of the child is proper do not worry much about the sleeping pattern of the child as it always improve with time
you can increase the physical activity during the daytime as well as avoid more sleeping time during the day time and this will help in improving the night time sleeping time .
