my four year old is not able to hold pencil or make a stroke on paper, although he is verbally excellent

You should make your child hold a pencil by holding the hands only only the grip is going to come slowly the child is going to pick up it’s completely alright if your child is not having a proper group as of now this is completely normal with it but the practice is definitely going to be beneficial for you
