my daughter is 9 months old. she had pustules on the forehead, above her eye lid, on her ear. could it be because of food allergies or is it for some other reason?

See If it is you do a food allergy then the entire body or the entire face so shows a reaction do it so I think it is not because of the allergies there could be different reason behind that so please get a check with your paediatrician maybe dude with some test or something you can figure out the correct reason behind it
