my baby's age is 4.5 months. during tummy time her head tilts to the right side and not held upright. is this normal?

Give it some more time I think the stability yet to come into the head of your child and if you do not see a total control by the time of six months and that two straight without any tilting then you can check with your doctor balance in the head as of now
