My baby is 4+ months old. Two days ago I noticed this on his private part area. Lately he had diaper rash also. It sometimes seems little bulgy sometimes absolutely normal. What it could be?

please avoid use of Dipper
please keep your child cool and dry and maintain hygiene properly
please use lose cotton cloth
please once consult with your pediatrician about this matter because physical examination of child is important
