my baby is 10 month old but teeth not comming , upper gum swelled but teeth not come out ,why?

Sometimes it can take a little longer time than what you are expecting but that’s completely normal if you can see swelling and all is happening already that means the process has started and it is going to take its own time to nothing can be done about it
