my baby has already 14 months but she have no teeth yet what should we do ?

You should wait till the age of 17 months and if you do not eat happening by that time then you can consult your doctor for further assistance because then it is going to be a delay in the process and after that you can consult a dentist but currently I would recommend you to start with tablet number 21 under homeopathy
