My 18month old baby is not started talking,he is responding for actions but he cant understanding what we are saying, (for example bring the glass) for this he is responding.. is this okay or not?

A. babies will start to speak the basic words around one year as papa Dada mumma...and around 2 to 3 hrs baby will start speaking properly in sentences encourage the baby let the baby mingle same age groups
