My 23months boy is understanding what we r saying but not replying orally insted he is doing actions, please suggest how to motivate him to reply orally

is he can utter some words or facing difficulty in speaking ?
if a child is facing difficulty then you must consult your pediatrician for once.
keep encouraging your child by talking with him more and more.
play different games like sing rhymes, read stories with your child.
avoid to allow watching TV mobile or any other gadgets at this tender age.
