sometimes it is intermittent as well as sometimes it is continuous. usually this habit goes daway with increasing age of the child usually by 2 years of age.
it is advisable that in between whenever you meet your pediatrician you can discuss this problem as well as take a video dwhen the child is toe walking and share it with your pediatrician who will tell you if any intervention is required or not.

Special shoes and braces once were used to treat out-toeing. But doctors found that these didn't make it clear up any faster, so most don't use them now.
Rarely, a child might need surgery if a hip problem is causing out-toeing.
