The baby keeps moving inside and may even turn by 36 weeks.
If the position doesn’t change even then you will have to consider surgery

See Only suggest you to go for a C section if the child is in breach position otherwise normal deliveries of absolutely possible if the child is having head towards the lower side and legs towards the breast size then it is 100% guarantee and think that you can go for normal delivery but in breach position it is not recommended you will have to go for a C section in that case
