Her reason was growth hindrance, as the scan shows growth of fetus two weeks behind.
She does not want to take any risk after 38 weeks.

While planned C-sections are typically recommended at or after 39 weeks of pregnancy to allow for full fetal development, a C-section at 38 weeks may be medically indicated due to various reasons affecting the health of the mother or baby. These reasons can include, but are not limited to, complications with labor progression, fetal distress or abnormal positioning, certain maternal health conditions, or issues with the placenta.
Well Ask your doctor why she wants your c section at 38 th weeks of pregnancy. If there is medical reason you should follow your health care provider. If not you can wait untill 39 weeks .
