yes this could be Decay due to lack of proper oral hygiene.. maintain a habit of brushing your kid's teeth twice daily using small head soft bristles toothbrush along with rice grain size amount of kid's toothpaste.. consult with your nearest Pediatric Dentist for early treatment of the Decayed teeth

In such case you should definitely consult with dentist about it because Dr can only advise you well after checking baby. Till the time you should start using fluoride free toothpaste for your baby. Fluoride free toothpaste are totally safe and very effective to keep germs away
