hello mam.. my daughter is 3year old she is not able to reply to the question what we ask.. when we ask a question.. she repeats the same question inspite of answering.. but when we ask her to get something she gets it for us.. when we say some instructions she follows.. but when she is alone.. she speak and starts imitating what she has seen in phone..

hello ...from my personal exp he should be able to answer ur ques..my son is three and he communicates normally with me...
I may be wrong but u have to meet a councellor don't go for neurologist 
go for councellor....she will better explain u about behaviour problems....speech therapy...

such behaviour is common among kids who spend most of their time infront of screen
so first ,you need to decrease this time.
Instead of it , i would suggest to give age appropriate toys like building blocks ,puzzles , pretend play set etc which help to improve her imagination ,creativity ,story telling , congitive and motor skills
