in your case a medical examination is required for proper diagnosis and treatment.
difficult to tell without examination whether it is normal or not.

Just clean that properly with milk that is going to be helpful and if you want you can add some bread into it and apply that thing on to the affected area leave it for 5 to 7 minutes and then just wipe it with cold water you should do it every day to clean that area
