Teething can be seen between the age of 3 to 17 months the first one should come and if it doesn’t happen by that time then you can consult your dentist as then it is a delay and the speech can be seen between the age of 8 to 9 months to up to 2.5 years and if it doesn’t happen by that time then it is delay
