When you say not responding is it only to which name or in gender also see I have seen this similar situation very closely when the child doesn’t respond to which name or not make an eye contact the kids are usually low or their brain growth as it is supposed to be so I would suggest you to please consult a child psychologist and start with homeopathic treatment and zero screen time should be given no mobile at all
