Babies are not capable of blowing their nose or spitting out the cough generated in their system. Also they keep laying down most of the time hence their clogging could be worse than adults. They can only get rid of the cough by either excreting it out or puking it.
Bathing will act as a steam therapy for them. Hot water draining on the sinuses and chest relieves congestion and makes the cough mobile and facilitate the removal of cough from the body. It also relaxes the body so your infant who is cranky because of the flu might as well just take a nap after the bath which can be a much needed respite during the phase of illness. So please don't hesitate to bathe your child while she's got cough and cold.
