See it is called tongue tie probably which is what your mother-in-law is talking about but we cannot be sure about these things till that time we do not get an assessment done by a ENT doctor they will check and they will tell you if there is genuinely a situation otherwise some kids pick up after the age of 2 1/2 years on their speech you can take an advice with a speech therapist as well
