if you are asking for your baby ,it might be baby acne , allergy to something like fabric or cosmetics,heat or sweating or infection
so please do the following things:
dress your child in loose fitting Cotton clothes.
keep your child in well vantileted room
avoid using any cosmetics.
apply thin layer of coconut oil there.
or apply Himalaya baby soothing Calamine lotion on it
maintain good hygiene.
