it looks like fungal Infection
so I advise to visit your pediatrician or dermatologist for once
you may apply pure aloe vera gel or baby soothing Calamine lotion on it.
avoid to make your child wear socks during this hot summer days.
keep that area clean using gentle wipes like Babyhug wipes.
keep your child in well vantileted room.
