below 3 years of age kids don't have proper dexterity to brush by their own. you have to assist them while brushing to maintain proper oral hygiene.
use small head soft bristles toothbrush along with rice grain size amount of age appropriate kids toothpaste twice daily.

you can take some soft toys with as to make brushing fun..
give a pea size amount..
you can use mama earth baby tooth paste..
