it happens because of many reasons like dry skin, allergy to something like fabric food or cosmetics, infection etc.
please consult your pediatrician for proper evaluation as he or she can give proper guidance after examining your child.
dress your child in loose fitting Cotton clothes
keep your child in well vantileted room
skip suspected cosmetics
give bath with Luke warm water and neem leaves.
maintain good hygiene.
