age - 2.8 years, still he is not speaking, is it normal?

No this is not normal at all. Mostly babies start speaking well when they turned 24 months old. And now your baby is more than two years old still baby is not speaking or making sentences then in such case you should definitely join the speech therapy it will only help your baby to speak well.
