13 yr girl doesn't get puberty till now ,,

That is good only for your child because I know these days girls are obtaining puberty from the age of nine years itself but in the previous age girls used to get it by the age of 14 to 16 years also and that was totally normal so right now if your child hasn’t got her puberty it’s completely alright
