it looks like infection .
you should consult your pediatrician for this.
please keep your child in well vantileted room.
prefer Cotton clothes for your child.
Apply baby soothing Calamine lotion on it
use wipes to clean this part ,I would suggest you to use Babyhug wipes as they are gentle and made up with natural ingredients.
