What is the safest time of delivery? I have 31 week pregnancy, in which week I can deliver safely?

pregnancy can lasts up to 42 weeks
but by 38 weeks baby become mature enough
so delivery can be possible after 38 weeks of pregnancy.
but,it depends on many factors like baby size, baby position, amunuitic fluid amount etc too ,so you must stay in contact with your gynecologist
and strictly follow his advice.
