what does this mean if head circumference is lower side?

If the circumference is on the lower side that means it’s not taking place as per the expected WHO standards it’s lesser than that but I must tell you a little bit plus or minus in that is not going to make a difference but if the difference is much from the birth statistics as compare to what is on WHO then it would be a problem
