what could be the cause of dryness in shoulder and neck area of my 4 month old baby?

A. kindly apply moisturizing lotion (atogla / cetaphil /d physiogel / oilatum) or virgin dcoconut oil on the skin of the child 4 to 5 times per day and if the problem still continues for more than two weeks then meet your doctor. do not apply any type of cream lotion or powder which is causding allergy on the skin.
