my son is 3 yr 11month old still he is not talking kabhi khabhi A-Z and 1 to 10 bolta hai orA for, B for..,..... Z for bolta hai lekin koi command follow nahi kar ta hai.

keep encouraging the baby more and more to speak..
keep questioning the baby about everything and everytime
let the baby mingle with same age groups..
break the words and sentence and let the baby repeat after you..
