my newborn daughter refuse to drink breast milk after lots of effort.Is it fair to give formula milk.

Yes you can go ahead with giving formula feeding if you are low want your breast feeding because the most common thing that is most important to be given to the child is to go ahead with giving breastfeeding in the first place and if you are low on that or if you have a reason to introduce formula feeding then you can go ahead with it
