my house is located near heavy traffic and happening place. my child is just 3 weeks old. I am highly worried whether the noise effect him badly. ?

but keep the doors closed to avoid noise.
as you don't have much control on This situation , please don't get stress much.
make sure you fullfil your child basic needs well.
if a child is looking happy and active, gains enough weight, achieve age appropriate milestones then no need to worry about it much
