Skin is peeling due to dryness.
Moisturize the skin after giving bath to ur baby. U can buy babyhug 24 hours moisturising lotion. This will help to moisturize the skin leaving it soft and smooth.
Secondly
Rashes on the neck can be heat rashes. Apply himalaya prickly heat powder on the heat rashes
