my cousin's baby 2.8yrs old ,every day she is crying for different things ,did not eat and sleep even refused to drink water also...what she will do now?

It’s a very common behaviour of case she just has to be patient with a child also please check if the child your cousin‘s child is used to having too much of screen time or something and suddenly she’s not getting it because this kind of usually seem kids are addicted to time they just get sometimes lack of time and attention from the parents for your cousin to have patience and deal with the situation accordingly
