A. hi sorry but not getting the attached photo. anyways ,from your description ,there is two possiblities ,one it might be milia or dry skin ,or second it might happen because of Infection . so you need to clean this part with any good brand wipes like Babyhug wipes. prefer collar less, Cotton clothes for your child. keep your child in well vantileted room. apply thin layer of baby soothing Calamine lotion is good.
